History
About the same time, in the 15th century, the Low Countries were the site of the first documented lotteries that offered for sale lottery tickets and awarded rewards in the form of monetary compensation. The objective of these events was to collect money for town walls, wars, college scholarships, and other public causes. These events were hosted in towns.

Some of the issues that might be asked regarding the results of this promotion include whether or not it has unfavorable effects on those who are impoverished or who have gambling problems, and whether or not the lottery is a suitable role for the state.
